Powers of Lok Sabha and Rajya Sabha
The Indian Parliament consists of two houses – the Lok Sabha (House of the People) and the Rajya Sabha (Council of States). Both play important roles, but their powers are not exactly the same.
1. Legislative Powers
- Both houses participate in making ordinary laws.
- A bill must be passed by both Lok Sabha and Rajya Sabha to become a law.
- If there is a deadlock between the two, the President can call a joint sitting of Parliament.
- Exception: A Money Bill can only be introduced in the Lok Sabha. Rajya Sabha can only suggest changes, but Lok Sabha may accept or reject them.
2. Control over the Government
- The Lok Sabha is more powerful because the Council of Ministers is collectively responsible to it.
- The Prime Minister and Ministers remain in office only as long as they have the support of the Lok Sabha.
- A No-Confidence Motion can be passed only in the Lok Sabha, which can remove the government.
- Rajya Sabha does not have this power.
3. Financial Powers
- The Lok Sabha has supreme authority in financial matters.
- The Annual Budget and Money Bills are introduced only in the Lok Sabha.
- Rajya Sabha can only delay them for a maximum of 14 days, after which the bill is deemed passed.
4. Special Powers of Rajya Sabha
- In certain cases, Rajya Sabha has special powers:
- By a two-thirds majority, it can allow Parliament to make laws on subjects from the State List in the national interest.
- It can also authorize the creation of All India Services like IAS, IPS, etc.
5. Constitutional Amendments
- In amending the Constitution, both houses have equal powers.
- A Constitutional Amendment Bill must be passed by both houses separately.
- There is no provision for a joint sitting in this case.
